What Is an Embassy Legalization?

Embassy legalization (also called consular legalization) is the process used for documents going to non-Hague countries where an apostille is not accepted. Your document is typically authenticated first (state and/or U.S. Department of State, depending on the document), then legalized by the destination country’s embassy or consulate so it can be officially recognized overseas.

Why legalization requests get delayed

  • Wrong document version (certified vs notarized requirement mismatch)

  • Destination/consulate-specific extra requirements

  • Translation requirements (some consulates require translations and may require those to be authenticated too)

  • Missing supporting items (varies by country)

Common countries that often require embassy legalization

  • UAE (often uses a facilitated submission channel) VFS Global+1
